£38,731 gross pa (plus other benefits), one year, fixed-term post, full-time (35 hours per week), part-time may also be considered (minimum of 21 hours per week).
The Head of Policy and Campaigns will play a key role in leading and delivering Progressio’s work on international policy change, strengthening the voices of marginalised people to challenge unfair power structures that affect their lives. There is a special focus on gender justice for women living in fragile states.
S/he will lead Progressio’s international policy, advocacy and campaigns work, with responsibility for developing and implementing our international policy, advocacy and campaigns strategy, in liaison with International Programmes, Progressio International Citizen Service (ICS) and other teams. S/he will also increase integration between teams, manage the performance of the Policy and Campaigns team, represent and build high profile relationships among key external audiences, including government ministries, parliamentarians, civil servants and academics, and ensure the delivery of a specific policy and advocacy caseload.
The Head of Policy and Campaigns will be a member of Progressio’s Leadership Team.
The successful candidate should have a Master’s degree in a relevant discipline (e.g. international relations, development studies, politics, gender, economics, law), or equivalent experience.
Demonstrable experience in developing, implementing and monitoring the effectiveness of international policy, advocacy and campaigns work; a track record of partnership working and representing policy issues among policy-makers (e.g. the UK, EU, and multilateral institutions), and proven experience of effectively leading a team and performance management is essential. You should also have experience of working with networks, NGOs and community-based organisations; in research methodologies, including critical analysis and participatory methods; in writing project proposals and reports (and managing and monitoring a budget), and in strategic leadership.
You should have a strong understanding of international development and related policy issues, particularly effective governance and participation, including natural resource governance and gender justice, especially in fragile contexts in Africa. Excellent knowledge of different policy, advocacy, lobbying and campaigning techniques; of UK national, bilateral and multilateral institutions, such as the UK Parliament and government ministries, EU and UN agencies; sound political judgement on policy positioning to achieve impact and on sensitive issues, including reputation management skills, and strong lobbying and policy influencing skills, including the ability to build rapport and work effectively with policy-makers and decision-makers in political and faith institutions, civil society organisations and NGO networks is essential. You should also have excellent presentation skills, including an ability to represent Progressio and undertake public speaking engagements; excellent understanding of gender relations, justice and equality issues, and strong initiative, self-motivation, an openness for learning and a drive for innovation and excellence.
